Mike is a 1972 graduate of Creighton University School of Law.  Upon graduation, Mike began practicing law with his father, the late Thomas P. Kelley.  Tom was very active in Nebraska politics and lobbied on a variety of projects.  Mike came by the political work honestly and the lobbying work overtook the traditional law work by the early 1990’s.  In addition to his lobbying work, Mike has appeared before the Nebraska Liquor Control Commission for decades.  He has vast experience with the Nebraska Liquor Control Act.  Mike is a former Douglas County Board Commissioner and well known in political circles across Nebraska.

In addition to Mike’s J.D. from Creighton University School of Law, Mike graduated in 1969 with a bachelors degree from Creighton University.

We are saddened to note Mike passed away on September 8, 2023. We are profoundly grateful for his guidance, friendship, and wisdom as a founding member of our firm.

Sean began lobbying with his father, Michael, in the 2009 legislative session.  Sean was an immediate natural and the firm’s client list has doubled since he joined the firm.  He makes the Kelley family a 3^rd generation lawyer lobbying the State of Nebraska.  Along with a daily presence before the Nebraska Legislature, Sean routinely works with local governing bodies, most often before the City of Omaha and City of Lincoln.

Sean is a 2003 graduate from the University of Kansas and holds his Juris Doctor from Creighton University School of Law.

Julia Plucker has been involved with lobbying activities at the local, state and federal level for more than 20 years. She has spearheaded numerous lobbying efforts and public campaigns, and has managed a variety of legal and governmental relations issues.  In 2006, Plucker founded her own governmental solutions firm, representing corporations, associations and nonprofits in front of various governmental entities, including City Councils, County Boards and the Nebraska Legislature. Along with her lobbying efforts and public relations campaigns, Plucker has also been a key organizer and leader on a number of high-profile issues within the City of Omaha and State of Nebraska.

Plucker earned a bachelor’s degree from Augustana University in 1993 and a law degree in 1996 from the University of Nebraska.

Nikki serves as Office Administrator for Kelley Plucker, LLC, and provides management and administrative support for the firm and its clients. Nikki tracks the budget for numerous entities and prepares all necessary financial reports. Her tasks also include interfacing and filing reports with the Nebraska Accountability and Disclosure Commission, Clerk of the Legislature, and Secretary of State. Nikki provides timely, thorough and detail-oriented informational documentation, newsletters and reports to all entities and clients. She also maintains the firm website and works with our technical support partners. Nikki interfaces frequently with clients and support personnel, providing valuable assistance to our team.
